The reporter learned from the Tianjin Customs that on May 10, with the support of the General Administration of Customs, Beijing, Tianjin, Shijiazhuang, Shanghai, Hangzhou, Qingdao, Jinan, Haikou, Chengdu and Kunming signed a memorandum of cooperation in Tianjin to create a new model for imported leasing aircraft cross-customs area supervision, in order to promote the new format development of imported leasing aircraft in China, to simplify customs clearance procedures and to add new momentum for increasing the efficiency of customs clearance.
With the development of China's aviation industry, many airlines use imported leasing aircrafts to expand their fleets and their operations. The importing and leasing aircraft industry is in the ascendant, and the volume of imported aircraft leasing business using the preferential policies of the special customs supervision region has increased significantly year after year. The customs clearance procedures for imported leasing aircraft handled by the Customs in Tianjin Dongjiang Bonded Port Zone have reached 1,122 in 2017.
It is claimed that the ten customs offices have closely communicated and established an inter-departmental supervision model. Under this model, airlines can go through customs procedures at the local customs offices and go through actually customs clearance at the Customs of Dongjiang Bonded Port Zone, changing the customs clearance model that used to go through customs clearance procedures to complete all customs clearance procedures.
This reform and innovation is a measure of support and promotion for a group of ten customs to jointly introduce imported goods in the context of a nationwide customs clearance and integration reform. According to the introduction of Tianjin Customs, the nationwide customs clearance and customs reforms have further strengthened the nation’s customs supervision services. The 10 customs supervision modes established through the cross-customs areas are the specific features of the Customs' promotion of a new pattern of openness and the promotion of new trade developments.
