Recently, the Tianjin Port Free Trade Zone ushered in the 27th anniversary ofits establishment. After 27 years of unremitting efforts, the Tianjin Port Free Trade Zone has obtained brilliant achievements. Not long ago, theShipping Service Center of Tianjin Aviation Logistics Zone was formally put into use, which greatly improved the efficiency of corporate operations, and also greatly improved the overall customs clearance efficiency of the Tianjin Airport. At the same time, the first phase of the Tianjin Airport Clearance Base is also under construction. In the future, the aviation logistics area will rely on the advantages of air cargo and build a sound aviation logistics industry ecosystem to fully realize the integration of international trade and customs clearance.
The efficiency of corporate customs clearance is sharply increased.
It is claimed that the total area of the Shipping Service Center ofTianjin Aviation Logistics Zone is approximately 15,000 square meters, with a reporting hall, an office area, a computer room, and a document archive room. Here, the customs can implement one-stop processing of a series of customs clearance services such as import, export, inspection, transit, and cross-border e-commerce.
According to Yu Miao, deputy director of Tianjin Aviation Logistics Administration Bureau, in the past, the Customs and other port supervision departments were scattered within the various authorities. Enterprises need to run to different departments to handle business. If they cannot be completed in time, the detention of goods will increase costs for enterprises. After the shipping service center is put into use, various port authorities will be brought together to create a single window for international trade and One-stop customs clearance services to further enhance the efficiency of customs clearance.
“At present, the shipping service center can meet the demand for customs clearance in 7×24 hours. In February of this year, the import rate of customs clearance has reached 98% and the export volume has reached 99.8%,”said Zhang Nan, deputy director of the Tianjin Airport Customs Office.
Paperless clearance to achieve release in seconds.
It is claimed that with the help of an independent cross-border express mail electronic quarantine platform that is on-line for research and development, the airport will be able to realize Instant Check and Releaseduring the whole process of a closed-loop management. Some types of goods can even be released in seconds. In addition, it also promoted an electronic port-to-shore verification and discharge system to achieve Reporting in the Air, Clearance on the Ground, Staying Indoor and On-line Inspections. More than 90% of incoming goods can be cleared through paperless procedures. ZhangNan said that since the beginning of this year, Tianjin Customs has been striving to shift the demand for passenger and cargo spillovers from the Beijing-Tianjin-Hebei region to Tianjin Airport, deepening the supervision ofIntensification and providing a single window for customs and international trade as well as a One-stop clearance for the import and export enterprisesin the airport.
“In the first three months of this year, we served nearly 4,000 business for the Belt and Road Initiative, up 6.2% year-on-year,” Zhang Nan said. “We also promoted the mode of operation featuring Reporting in the Air,Clearance on the Ground, and solidified round-the-clock customs clearanceappointments at the Tianjin Airport. It newly opened 6 passenger routes, 2 cargo routes, and 4 transit routes.”
Siphon effect accelerates industrial aggregation.
The rapid growth of Tianjin Aviation Logistics Zone and professional andefficient services in the area of customs clearance and enterprise services have created a siphon effect, which has enabled the enterprises in the zoneto welcome the opportunity to become bigger and stronger. Hu Shuangzhi, deputy general manager of Tianjin Huayu Aviation Ground Service Co., Ltd., said: “The management departments of Tianjin Port Aviation Logistics cooperate with each other and customs clearance is very fast. This is extremely important for many fresh products. The original China-Europe cargo charter flight route eventually came from Beijing to Tianjin, and it was because of the efficient and convenient customs clearance that goods were shipped to our cargo stations and then trucked to Beijing, Shandong, and Northeast China, which greatly saved the companies' time and financial costs. This year, with the growth of the throughput and the abundance of cargoes, the reservoir area of about 22,000 square meters in Phase 1 of the Huayu Container Terminal has become saturated. We will start the 13,000 square-meter Phase 2 of the reservoir area as soon as possible.”
Building and improving the ecological chain of the aviation industry.
“At present, the construction of air port great clearance base (phase 1)has started.” Yu Miao introduced, “The large-scale customs clearance base has a planned area of approximately 1 million square meters and adopts a planning and phased construction model. The first phase is to build a cross-border E-commerce Industrial Park, to start the joint inspection center and planning and construction of commercial buildings, and to finally realize the centralized supervision and inspection of the goods by customs and other port management departments, providing efficient and convenient integrated customs clearance operation services for shipping, logistics, trade and other enterprises.”
In the future, the Shipping Service Center of Tianjin Aviation Logistics Zone will continue to improve its functional layout, rely on the advantages of air cargo, build an international aviation logistics center that coordinates the Beijing-Tianjin-Hebei region and the world, and continue to optimize port services to create the best, most convenient and efficient customs clearance services in the Beijing-Tianjin-Hebei region.
