The reporter learned from the District Health and Family Planning Commission on August 19 that there are 5,635 doctors and 5,575 nurses in Tianjin Binhai New Area (TBNA for short). The number of practicing doctors per thousand people is 2.57 and the number of registered nurses is 2.55.
About 15,000 health personnel in TBNA
It is claimed that there are 14,198 healthcare personnel in TBNA, of which: senior titles account for 9.18%, intermediate titles for 29.01%, junior and below titles for 61.81%; doctors account for 0.51%, masters for 7.59%, undergraduate students for 40.18% and vocational students and below for 51.72%. There are 5,635 doctors, 5,575 nurses, so 2.57 doctors and 2.55 registered nurses can service per thousand population.
Establish a medical service network.
It is claimed that various healthcare institutions in TBNA are gathering. There are 5 tertiary hospitals in the district, including 3 general hospitals and 2 specialized hospitals. There are 21 secondary hospitals, including 11 general hospitals, 3 Chinese medicine hospitals and 7 specialized hospitals. There are 30 community healthcare service centers, 3 township healthcare centers, 124 urban community healthcare service stations, 88 rural healthcare centers and 8 public healthcare institutions.
The total number of beds in the district was 8772, of which: secondary hospitals and above account for 71.39%, primary and lower medical institutions account for 28.61%; public medical institutions account for 84.62%, and private medical institutions account for 15.38%. The bed occupancy rate of the whole district is 60.83%, of which: 77.06% for tertiary hospitals and 66.05% for secondary hospitals. The number of beds per 1,000 people is 4.01.
Significant achievements in the construction of key (special) subjects
In the construction of key academic (special) subjects, TBNA has established three national key clinical specialties in clinical nursing, cardiac vascular surgery and cardiology, coupled with two national key traditional Chinese medicine (academics) in acupuncture and moxibustion and 9 key specialties in traditional Chinese medicine in Tianjin, including pulmonary diseases, surgery, anorectal, encephalopathy, and spleen and stomach diseases.
Public hospital reform helps talent growth.
It is claimed that TBNA took the lead in launching a comprehensive reform of public hospitals throughout the district, and was identified by the National Health and Family Planning Commission as one of the 40 areas where the comprehensive reform of public hospitals in the country has achieved remarkable results. Many of these initiatives have promoted the development of talents in the health care sector.
According to the relevant person in charge of the District Health and Family Planning Commission, TBNA has established an organizational promotion mechanism to implement the government's responsibility for medical treatment. It will further increase financial input, in addition to the state-stipulated capital construction investment, large equipment purchase funds, personnel training and key discipline construction funding, etc., while increasing medical research funding and foreign cooperation funding.
TBNA also implements hospital commissioned cooperation management. The Binhai New Area Government has signed cooperation agreements with well-known institutions such as Medical Department of Peking University, Traditional Chinese Medicine of Tianjin University and Tianjin Medical University General Hospital, and entrusted the Tianjin Fifth Central Hospital, Binhai New Area Chinese Medicine Hospital, and Tianjin Medical University General Hospital Binhai Hospital to conduct management and cooperation for public hospitals.
TBNA has also established a scientific salary system. It will reasonably verify the staffing and structure ratio of medical institutions, gradually implement the record-keeping system management, implement the autonomy of public hospital users, allow breaking the current wage adjustment level of public institutions, reasonably verify the total performance payroll of public hospitals, and fully implement the autonomy of public hospital income distribution. It will also allow medical service income to be deducted from costs and withdrawing funds according to regulations is mainly used for personnel rewards.
