On October 8, Tianjin Binhai New Area (TBNA for short) held the 2nd Meeting of the Leading Group for Talent Work in 2018. Zhang Yuzhuo, a member of the Standing Committee of the Municipal Party Committee and Secretary of the Binhai New Area Party Committee, presided over and spoke. The meeting carefully studied General Secretary Xi Jinping's important exposition on talent work, and reviewed the list of the second batch of candidates for the seventh batch of Tianjin “131” innovative talent cultivating project in TBNA, and listened to the implementation report of the “Haihe Talent” Action Plan and “Kunpeng” Plan.
Zhang Yuzhuo pointed out that General Secretary Xi Jinping attached great importance to the work of talents and put forward a series of new ideas, new theories and new requirements on issues such as finding talents, caring talents, fostering talents, using talents and talent institutional reforms, which greatly enriched the society with Chinese characteristics. The theoretical connotation of the talented people has great theoretical and practical significance for accelerating the strategy of strengthening the country through talents and bringing all outstanding talents into the party and state undertakings. It is necessary to study the important expositions of General Secretary Xi Jinping throughout all aspects and whole processes of talent work, profoundly understand its ideological connotation and spiritual essence, accurately grasp the new situation, new tasks and new requirements faced by talents in TBNA, and adhere to the application of learning. In order to promote learning, we will constantly improve the system and mechanism for talent development in TBNA, do a good job in the implementation of various talent policies, and effectively integrate all outstanding talents into the development and opening up of TBNA.
Zhang Yuzhuo said that in the new era, with the transformation of the economic development mode, the way to introduce talents also needs to change. At present, TBNA has comparative advantages such as rich employment opportunities, low cost of living, and better convenience of life in talent competition. However, there are also shortcomings such as fewer large projects to undertake talents and imperfect infrastructure. TBNA should give full play to its own advantages, attract talents through the project and vigorously cultivate the combination of innovative and entrepreneurial talents, and provide a strong talent guarantee for the creation of a prosperous and livable smart new city and achieve high-quality development.
Zhang Yuzhuo stressed that at present, TBNA has established a multi-level talent policy system. All relevant departments should carefully analyze the effects of the assessment policy according to the purpose of policy formulation, sum up experience, correct problems, and promote the continuous improvement of the talent policy system in TBNA. The talent policy is more pragmatic. It is necessary to solidly promote the implementation of various talent policies, further enhance the initiative, actively solve the problems of enterprise enthusiasm and policy transmission, and ensure that all policies are in place and effective. We must conscientiously implement the Beijing-Tianjin-Hebei coordinated development strategy, actively undertake the function of Beijing's non-capitalization, and aim at electronic fields, biomedicine, artificial intelligence, new energy and new materials, and other industrial fields and research and development institutions that meet the development direction of TBNA. Talents can be ordered and saved for the development of TBNA. We must effectively optimize the talent environment, increase the power of introducing high-quality educational and medical resources through the introduction of social capital, and strengthen international and domestic cooperation. We will set up top-ranking universities and build first-class hospitals in TBNA to create a new medical education brand and solve the living problem of talented people and schooling of their children, to create the best quality ecological environment for talents, and to attract talents.
