After four years of construction, the first phase of the 92-kilometer Haibin Highway, crosses the shoal and begins to take shape. After two years of construction, the second phase of the construction in Tianjin Binhai New Area (TBNA for short) provides a convenient travel environment, witnessing and recording the development process of TBNA.
To open the bridgehead to the outside world, traffic is the priority. In the process of opening and closing the roads in TBNA, the people there all rely on a strong enthusiasm, dare to smash the bones and dare to sneak into the rapids. Nowadays, the three-dimensional traffic construction of “Sea, Land and Air” in TBNA goes hand in hand and develops rapidly. The smooth project that began this year is working to open up the regional “microcirculation”. The former “traffic tip” and “obstruction bottleneck” is becoming the transportation hub connecting multiple districts. The three-dimensional transportation system will provide strong support to accelerate the creation of a prosperous and livable smart new city for TBNA.
This summer, Cui Yuan and his family, who live in Tianjin Economic-technological Development Area (abbreviated as TEDA), went to Beidaihe in the north. He told reporters that the coastal high-speed Haibin Highway is in good condition and can be reached in about two hours, which is very convenient. The Haibin Highway is the backbone of TBNA. This expressway connects Tianjin Port, Huanghua Port, Caofeidian Port, Jingtang Port and Qinhuangdao Port in the Bohai Sea region. It is not only a main traffic line running through the north and south of Binhai New Area, but also a coastal tourist line and a string of rings. An important part of the one-hour urban circle in the Bohai Sea is a “golden passage”.
Regional development prioritizes traffic. “Since the development and opening up of Binhai New Area, from the initial development, we have tried to construct an external three-dimensional transportation system that connects TBNA with the surrounding areas and the hinterland.” Zhang Zhaobin, deputy director of the Comprehensive Planning Department of Binhai New Area Construction and Transportation Bureau, is engaged in infrastructure in TBNA. After more than ten years of construction, the planning and construction of the road network in TBNA is like a few treasures, and it also has a feeling for the large traffic artery.
“The project of the Haibin Highway was built earlier. I did not catch up with the construction of the original road, but the follow-up construction has caught up.” Zhang Zhaobin said that the Haifang Road (now Haibin Highway) project started in the second half of 1996. The project was built in accordance with the two-way four-lane standard. In 1998, it initially completed 45 kilometers from the north to the south of Hangu, Tanggu and Dagang. With the accelerated development of Binhai New Area, especially after it has risen to the national strategy, it has put forward higher requirements for transportation. Since 2005, TBNA has implemented the overall widening and renovation project of the Haibin Highway. After four years of hard work, the 92 km of Haibin Highway was completed and opened to traffic in 2009, and its part in Hebei Province has been fully integrated.
Once the road is smooth, the development is prosperous. Binhai New Area has gathered a three-dimensional transportation network of land, sea and air, and it is gradually developed. At present, it has basically formed an international transportation network that connects the Beijing-Tianjin-Hebei region, with radiation circulating of Bohai and the whole country. “With the focus on the improvement of seaport and airport functions, and the construction of high-speed railways, expressways, fast track and expressway, TBNA will focus on the construction of 'sea, road and air' three-dimensional integrated transportation system covering three levels, i.e., external network, dual city and internal transportation network.” Zhang Zhaobin’s comprehensive planning office is the department that outlines the blueprint for the transportation network design of Binhai New Area.
Tianjin Port is an important carrier and core strategic resource for the opening of Binhai New Area. In 2017, Tianjin Port handled 500 million tons of cargo, with a container throughput of nearly 15.06 million TEUs and about 220,000 ships entering and leaving the port. In 2017, Tianjin Port's container throughput ranked 10th among the global top 100 container ports. At the same time, Tianjin Port is also an important fulcrum of the Belt and Road Initiative. At present, Tianjin Port has more than 40 container liner routes to the 21st Century Maritime Silk Road, involving more than 40 ports. Tianjin is also the most important cruise port in the northern region. Last year, Tianjin Port received a total of 175 international cruises, effectively serving tourists from Beijing, Tianjin and Hebei. The number of inbound and outbound cruise passengers exceeded 940,000, hitting a record high.
In terms of air transportation, Tianjin Binhai International Airport has initially established a combination of domestic branch and international passenger navigation routes in Northeast Asia, Southeast Asia and Europe. Since 2017, it has operated 270 passenger and cargo routes, and is open to 162 cities at home and abroad. Last year, 800,000 passengers from Beijing came to Tianjin Airport to take international tourist flights.
In terms of land transportation, with the Tianjin-Qinhuangdao high-speed railway completed in November 2013, the Beijing-Tianjin inter-city railway extension line was opened in August 2015. The Binhai station of Tianjin-Qinhuangdao high-speed railway and the “big shell” Yujiapu high-speed railway station were opened. The Binhai New Area has established “two main and two auxiliary” railway passenger transport hubs with Binhai Station and Yujiapu Station as main hub stations and Binhai North Station and Tanggu Station as the auxiliary hub stations so that the “1 hour regional traffic circle “between Binhai New Area and Beijing become a reality. The rapid realization of Binhai New Area and the surrounding areas of Beijing, Tianjin and Hebei, Northeast China, East China and South China has been achieved, which has greatly promoted the passenger transportation of Binhai New Area and surrounding provinces and cities.
What is more hopeful is that the rail transit of Binhai New Area is accelerating construction. “We are completely self-invested in construction.” Zhang Zhaobin said that the Bintie Line 1 (B1 line) is mainly connected to key areas such as Xinjiayuan, Tanggu and Yujiapu; Bintie Line 2 (Z4 Line) will cover TEDA, the Eco-city and other key construction and development areas; Bintie Line 3 (Z2 line) will pass through the airport, Binhai high-tech Industrial Zone, Binhai-Zhongguancun Science Park and other places. In the future, these areas will achieve rapid access.
“Whether it is the transportation of goods in port, or the daily travel of people, everyone feels more intuitive. Road traffic is convenient and smooth, and it is more convenient.” Zhang Zhaobin said that at present, the total length of roads in the whole district is 3575.9 kilometers, of which the highway is 346.3 kilometers, the expressway 91.1 kilometers, and the main road 717.6 kilometers. The three expressways of the TBNA are northward (Haibin Expressway, Tangshan-Tianjin Expressway, Tanggu-Chengde Expressway), three expressways to Beijing (Beijing-Tianjin Expressway, Beijing-Tianjin-Tangshan Expressway, Tianjin-Xian Expressway), and three westward (Binhai-Baoding Expressway, Changchun-Shenzhen Expressway, Binshi Expressway) High-speed), two southward (Haibin Expressway, Rongwu Expressway), the radiation network was initially completed. In particular, with the completion of Tianjin Avenue and Gangcheng Avenue, the Jinbin Expressway has completed the expansion from two-way four-lane to two-way six-lane, thus forming a large-capacity fast-track between the northern and southern sides of the Haihe River and the central city. After the completion of the north-south expressway such as Tanghan Expressway, West Central Ring Road and Central Avenue, the cross-river passages of Yongding New River and Haihe River have been added, which further strengthened the rapid traffic connection within the coastal development zone of Binhai New Area. At present, Binhai New Area has initially formed a “three horizontal and three vertical” expressway network constructed by the horizontal Gangcheng Avenue, Jinbin Expressway, Tianjin Avenue, Longitudinal West Central Ring Road, Tanghan Expressway and Haibin Avenue.
Looking at the comprehensive transportation network of Binhai New Area, a series of high-speed railways, highways, urban trunk roads and rural roads that have been built, under construction or planned is crossed like a vibrant “lifeline”, which is open to the development of Binhai New Area. The hot land has also paved a fast track for regional economic and social development.
