On October 24, the Binhai Zhongguancun (Tianjin Innovation Zone) Innovation Center in Tianjin Binhai New Area (TBNA for short) was unveiled, attracting 18 enterprises to sign contracts and settle down. It is claimed that the Innovation Center is located in Huayuan Science and Technology Park of Binhai High-tech Industrial Zone. It will integrate policies, capital, high-end talents, innovation culture, leading enterprises and colleges in accordance with the operation ideas of “introducing projects, taking platforms, providing strong services and demonstrating”. The six major innovation factors are “institutional innovation, policy breakthrough, resource sharing, and coordinated development” as a work initiative, to build a Zhongguancun innovation and entrepreneurship ecosystem with Binhai characteristics.
Implementing the "1+N" development pattern
According to the planning of Tianjin Binhai-Zhongguancun Science Park in Tianjin and Binhai New Area, the Binhai-Zhongguancun Science Park will develop 10.3 square kilometers in accordance with the regional development strategy, and develop with the Tianjin Economic-technological Development Area (abbreviated as TEDA), Tianjin Port Free Trade Zone and Binhai High-tech Industrial Zone, to realize complementary functions and coordinated development and to achieve the “1+N” development pattern.
In this context, the Binhai High-tech Industrial Zone and Tianjin Zhongguancun Science Park Operation Service Co., Ltd. joined forces to take the Huayuan Science and Technology Park in Binhai High-tech Industrial Zone as the starting point to jointly build the Zhongguancun (Tianjin Innovation Zone) Innovation Center. It is claimed that the positioning and goal of the Innovation Center is to unite the High-tech Zone and Zhongguancun's independent innovation advantages, focus on the industrialization of a new generation of artificial intelligence, form a complementary and coordinated development with the core area, and jointly build an efficient transformation of scientific and technological achievements and accelerate the recruitment of high-end talents. The Zhongguancun Innovation Center aims at agglomeration, innovation and entrepreneurship, and leading the radiation.
The relevant person in charge of the Administrative Committee of Tianjin Binhai High-tech Industrial Zone said that the unveiling of the Zhongguancun (Tianjin Innovation Zone) Innovation Center was a concrete landing of the high-tech zone and Zhongguancun, and it was also a project to implement the coordinated development strategy of the Beijing-Tianjin-Hebei region. The Innovation Center will rely on the advantages of Tianjin's national independent innovation demonstration zone and the industrial foundation formed by the high-tech zone for many years. With the rich innovation resources and management operation experience of Zhongguancun, the center will create a unique carrier of incubating innovation enterprises through cooperation.
"Through this cooperation, the high-tech zone will further enhance the marketization and specialization of the innovation incubation carrier in the zone, and effectively enhance its ability to cultivate small and medium-sized enterprises." The relevant person in charge of the high-tech zone pointed out that the development mission of the high-tech zone is to develop high technology and realize industrialization. The innovation center will play its own incubation advantage around the industrialization field, and focus on supporting new-generation information technology, intelligent industries and other strategic emerging industries.
Settled enterprises are optimistic about the development prospects here.
Among the 18 enterprises that signed the contract, many of them were attracted by the industrial chain resources, industrialization foundation and Zhongguancun services of Binhai New Area. Junyan Science and Technology Development (Tianjin) Co., Ltd. from Beijing is one of them.
“Binhai New Area is very suitable for the development of our industry. It is not only complete in various industrial policies, but also close to Beijing, and it has a good location advantage.” Mao Liyuan, Chairman of Junyan Science and Technology Development (Tianjin) Co., Ltd., told reporters that the company's business is divided into two major lines, i.e., high-tech intelligent industry and intelligent bio-industry, among which high-tech intelligent industries include unmanned drones, unmanned submersibles and other innovative products; and intelligent bio-industry contains biological preparations, biopharmaceuticals, etc.
“From the perspective of industry, there are many cooperative enterprises in Binhai New Area that can support the development of our industry. For example, data link enterprises and supporting production enterprises related to the drone industry. Data chain enterprises can provide us with data services, therefore, our R&D center and the design management center will also be moved here. In addition, the production company will also commission 2-3 local companies to produce UAV-related products.” Mao Liyuan said that the company’s independent industry will achieve a zero breakthrough by the end of this year. It is expected to take no more than 14 months to establish the company and realize industrial income.
For Wang Jian, the general manager of Tianjin Logic Technology Co., Ltd., compared with Beijing, Binhai New Area has low cost advantages and high-quality talents, which are important factors to attract enterprises to settle here.
“In the past, although the company was in Beijing, it has been carrying out related business in Tianjin, so it is familiar with the business environment and policy environment. After coming to Tianjin, we will carry out in-depth development of software research and development in space information processing. The artificial intelligence neural network algorithm and other related specific algorithm research and development departments are placed in the Binhai High-tech Industrial Zone." Wang Jian said that the company is currently expected to set up a scale of 50-100 people, and the first batch of products have been basically finalized. All products will be expected to be achieved in 2020.
